基于路权共享的城市禁非道路路权再分配技术研究 被引量:2

摘要 在共享单车繁荣发展引发路权热议的背景下,研究了路权分配问题,旨在改善禁非道路非机动车路权。首先对路权定义进行了阐述,认为城市道路应当由机动车交通、非机动车交通和步行交通等不同交通主体共同享有的路权共享。针对城市已建成禁非道路提出了压缩机动车道、调整绿化带等分隔设施、采用人非共板布局等恢复非机动车通行的改善方案。以上海市复兴中路为例,给出了复兴中路恢复非机动车双向通行的方案,为上海市其他禁非道路路权分配的改善提供了借鉴案例。能够为路权讨论日益激烈的当下提供一种切实可行的改善措施,为城市交通路权和谐分配提供参考。 Development of shared bicycles raised hot discussions of road rights. Under this background,the issue of road rights assigning was studied in order to improve non-motor vehicles' rights on non-motor vehicle roads. The study given definition of road rights firstly,thinking that urban roads should be shared by motor vehicles,non-motor vehicle,and pedestrian. Then proposed reassignment methods of road rights,such as compressing width of motor lanes,compressing green belts,and adjusting layout of pedestrian and non-motor sharing board. Taking Fuxing middle road in Shanghai as an example,this study gave a specific plan for the restoration of non-motor vehicle,providing references for improving the distribution of other non-motor roads in Shanghai. This study can provide a practical and feasible improvement measure for road rights reassignment and provide a reference for rational distribution of road rights.
