摘要
自2017年年底以来，美国方面展开了一轮宽领域、高强度的对华攻势，中美关系跌宕起伏。造成这一局面的众多原因中有一条重要的线索，这就是影响当前美国对华政策最重要的非常规因素（特朗普现象）与最重要的常规因素（两国实力对比与相互认知）的加速变迁在2017年年底出现了汇聚、合流，从而在美国政治精英中生成一种自尼克松访华以来前所未有的对华负面共识，在这种共识的推动下，美国对华政策正在经历质变。
Since the end of 2017,the US has launched an intensive and extensive ofensive to China and Sino-US relations have taken on a volatile and unpredictable turn.There are many regular and irregular factors which impact US’China policy.Balance of power and mutual recognition can be regarded as a regular factor and Trump phenomenon a irregular factor.The convergence of both factors has presented an unprecedentedly negative consensus on China.The US’China policy is going through qualitative changes.
