摘要
社区治理是国家社会治理创新的基础性领域。社会工作作为专业的力量在促进社区治理创新中具有独特作用。鉴于当前中国社会工作参与社区治理存在专业特质呈现、专业基层嵌入融合、专业服务逻辑与绩效考核逻辑冲突等困境,本文以项目制为核心讨论社会工作参与社区治理的专业路径,得出三大策略:需要为本的服务框架设计、专业技术导向的服务供给、多中心服务体系的促成。项目制导向下的社会工作参与社区治理是一种整体性治理机制,落脚点在于促成一个多元、开放、互动、专业的治理结构,服务于社区居民,使得社区治理内涵式发展成为可能。
Community governance is the basic field of social governance innovation. Social work as a professional force plays a unique role in promoting community governance innovation.Due to the development of social work in China, the process of social work take part in the community governance have struggled in the profession qualities, the integration of the basic level of professional integration, professional service logic and performance evaluation logic conflict and so on.This paper introduce the project system,according to concluding the main connotation and operational logic of the project system. It discusses the professional strategy of the social work which is taken part in the community governance, in addition it reaches three strategies. Firstly,the design of service framework which is based on the needs. Secondly, the support service of professional technique. Thirdly, we should promote the multicenter service system. Social work participate in community governance is a integral governance mechanism under the project institution, it based on promoting a multielement, openness, interaction and profession governance structure. In order to service community residents and make sure it possible that we can develop the connotative community governance.
