摘要
美国老年人全面照护服务计划是以社区机构为载体,提供医护养全过程融合服务的老年照护服务模式。医护养资源在服务、人员和资金等方面的全面整合是PACE计划的重要特征,亦是其卓有成效的主要原因。借鉴美国老年人全面照护服务计划实施经验,上海可在机构职能、服务内容和资金使用方式等方面进一步加大资源整合力度,以做强社区居家医养结合服务,为暂时不能得到机构护理床位的老人提供更高质量的社区居家医疗护理服务,尽早满足老人对医疗护理服务的可及性需求。
The program of all-inclusive care for elderly（PACE）is a community-based care service model that provides integrated care services throughout the whole process.Comprehensive integration of health care resources in services,personnel and funding is an important feature of the PACE program and a major reason for its effectiveness.Drawing on the experience of PACE,Shanghai can further increase resources integration in terms of institutional function,service contents and the use of funds to make community-aided home service with ＂medical-nursing combination＂better,to provide higher quality of services for the elderly who are temporarily unable to stay in the institutional care bed,and to meet the aged people＇s access to medical care services as early as possible.
