摘要
国外旅游扶贫的发展大致经历了乡村旅游阶段、旅游与经济增长及减贫的互动阶段和旅游扶贫项目推广阶段等三个阶段。近二十年来,国外旅游扶贫开展了生动实践,形成了一批典型案例,积累了丰富经验,给我国旅游扶贫工作诸多启示。国外旅游扶贫经验表明,旅游扶贫应突出特色、提升内涵,强化贫困社区和贫困人口的参与,重视贫困人口的受益。
The development of foreign tourism poverty alleviation has roughly gone through three stages：the stage of rural tourism,the interaction between tourism and economic growth and poverty reduction,and the promotion of tourism poverty alleviation projects.In the past two decades,foreign tourism poverty alleviation has carried out lively practice,formed a number of typical cases,accumulated rich experience,and gave much enlightenment to China＇s tourism poverty alleviation work.The experience of overseas tourism poverty alleviation shows that the tourism poverty alleviation should highlight the features and enhance the connotation,strengthen the participation of the poor communities and the population below the poverty line,and pay attention to the benefits of this group population.
