摘要
目前我国适用于综合管廊PPP项目的 VFM定性评价指标体系由于缺乏针对性,且指标权重不明确,造成了实践中综合管廊PPP项目决策缺乏科学性.通过分析借鉴英国VFM定性评价体系,在考虑综合管廊PPP项目特点的基础上,通过调查问卷形式从可行性、有益性、可实现性3方面设置了共13项综合管廊PPP项目VFM定性评价指标,运用专家打分法确定了各指标权重及评分标准;最后,以梅溪湖国际新城(二期)综合管廊PPP项目为例,讨论项目的物有所值,证明所建评价体系具有可操作性.
At present, the VFM qualitative evaluation index system for urban utility tunnel PPP project is lack of pertinency and the weight of the index is not clear. They lead to lack scientific decision-making of PPP project. Therefore, in view of the above problems, the British VFM qualitative evaluation system is analyzed firstly. And then 13 VFM qualitative evaluation indexes of the utility tunnel PPP project are set from the three aspects of feasibility, usefulness and implementability through the fore1 of questionnaire in the base of the VFM qualitative evaluation system in UK and the characteristics of the utility tunnel. Also the weight of each indicator and the score standard through the expert scoring method is determined. Finally, the VFM of the utility tunnel PPP project in Meixi is discussed and it is proved that the evaluation system is feasible.
