摘要
以破解老百姓"看病难、看病贵"问题为视角,对广东省基层医疗卫生机构发展情况进行了调查,分析了基层医疗卫生机构功能发展失衡、整体服务能力不强、可持续健康发展机制不健全等主要问题,并提出了找准机构发展定位、加强基层医疗资源配置、提高医疗技术服务能力、健全分级诊疗制度机制、发挥医疗保险引导支持作用、完善人事薪酬管理制度6个方面的对策建议,以促进基层医疗卫生机构持续健康发展。
From the perspective of solving"difficulty and expense of medical service". This paper investigates the development of basic-level medical and health institutions in Guangdong Province,analyzes main problems,such as unbalanced functional development,weak whole service ability,unsound mechanism of sustainable and healthy development and so on. Then it puts forward six aspects of countermeasures for promoting sustainable and healthy development to basic-level medical and health institutions,include of that pinpoint the orientation of institutions development,strengthen health resource allocation in basic-level medical and health institutions,enhance medical and health service ability,improve hierarchical diagnosis treatment,play guide and support function of medical insurance and improve personnel salary management system.
