摘要
当前,中国农业发展的主要矛盾集中于流通领域,物流是农产品流通中最薄弱的环节,提高农产品物流效率有利于现代农业的发展。运用DEA-Malquist指数,分析2007~2016年除黑龙江省、吉林省、内蒙古自治区、西藏自治区、香港特别行政区、澳门特别行政区和台湾省外中国27个地区农产品物流全要素生产率及其分解指数变动情况。研究表明,现有农产品物流市场已不能满足农产品配送需求,农产品物流效率易受经济环境及国家宏观政策影响,且地区性差异显著。提高中国农产品物流效率是一个综合性工程,根据目前中国农产品物流效率存在的问题,从总体层面、纵向层面和区域层面,加强物流主体建设,引进先进技术,深化运行机制,提高农业经营主体组织化程度,完善农产品流通管理机制;构筑功能完善的信息资源共享交换平台,密切关注国家有关政策动态;相关区域根据自身实际情况,因地制宜发挥地区优势,补齐短板,缩小地区差异。以期为农产品物流更好地服务农业经济建设提供参考。
In China, currently, the main contradictions of agricultural development are all concentrated in the field ofcirculation. Logistics is the weakest link in the circulation of agricultural products. Improving the efficiency of thelogistics of agricultural products is beneficial to the development of modern agriculture. The DEA-Malquist index isused to analyze the changes of the total factor production rate of agricultural products and its decomposition indexwhich took place between 2007 and 2016 in 27 Chinese provinces, autonomous regions and municipalities directlyunder the central government, not including Heilongjiang Province, Jilin Province, Inner Mongolia AutonomousRegion, Tibet autonomous region, Hongkong Special Administrative Region, Macao Special Administrative Regionand Taiwan province. Results showed that the existing logistics market of agricultural products fails to meet thedemand of agricultural products distribution; the efficiency of the logistics of agricultural products is liable to beinfluenced by economic environment and national macro policies; and the difference between regions is significant.It is a comprehensive project to improve the efficiency of the agricultural products logistics in China. It isparticularly important to pay attention to the construction of the logistics main body, introduce advancedtechnologies, strengthen operation mechanism, strengthen the adjustment of the industrial structure, improve theresponse speed of the change of the demand for the agricultural product logistics market, give full play to regionaladvantages in the light of local conditions and reduce regional differences.
