摘要
大型公立医院托管中小型医院,在短时间内实现城市和边远地区医疗卫生工作的同质化的模式,是提高基层医疗卫生的临床医疗水平及医院管理水平的一种有效方式。本文通过研究北京妇产医院对北京市怀柔区妇幼保健院实施半年的托管,分析托管后医院医疗技术和服务质量的变化,探讨托管具体实施措施的有效性。结果显示临床医疗临床和行政管理水平不断提高。医院门诊量、住院量、手术量、医疗新技术的开展、医疗收入增长。托管怀柔区妇幼保健院的具体举措及模式能有效提高疾病救治能力,提升被托管医院的综合能力,使广大群众能够就近享受到三级医院的优质医疗服务。此研究将为深化医药体制改革提供借鉴和依据。
By entrusting and managing small and medium ones,large public hospitals could realize the homogenization of medical and health work in the city and remote areas in a certain period of time.It＇s also proved to be an effective way to improve the level of clinical and medical treatment,as well as hospital management in grass-roots medical and health care units.This article is based on the research of a half-year trusteeship of Beijing Huairou Maternal and Child Health Care hospital.The purpose is to analyze the changes in the medical technology and service quality of the hospital after the trusteeship through retrospective and contrastive study,and to explore the effectiveness of the concrete implementation measures of trusteeship.Results show that the clinical and administrative management level have been improved continuously during this period.We also see significant increase on the volume of outpatients,inpatients,operations,the development of new medical technology,and medical income.The specific measures and models of Huairou Maternal and Child Health Care Hospital prove that the trusteeship can effectively improve the medical treatment and the comprehensive management of the hospital,which enables the masses to enjoy the high quality medical service in the Grade A level III hospitals.This study will provide reference and basis for deepening the reform of medical system.
