摘要
自2009年国家新一轮医改实施以来,山西省便根据自身情况不断深入推进县级公立医院综合改革,2010年在2个县启动改革试点,2012年在全省83个县推进改革,2015年在全省全面推开改革。山西省中南部地区A县2015年11月1日启动改革,通过改革管理制度、建立新的运行机制、改革医保支付制度、建立人事薪酬制度等措施,改革取得了明显成效,但仍存在管理体制有待完善、改革受多部门影响及制约、卫技人员严重短缺、药品保障体系不足等主要问题,并提出有针对性的建议。
Since the implementation of a new round of national medical reform in 2009,Shanxi Province has been pushing forward the comprehensive reform of county-level public hospitals based on its own conditions. Started pilot reform in two counties in 2010,and promoted reform in 83 counties in 2012. Comprehensively pushed the reform in the province in 2015. A county of central and southern Shanxi Province started reform in 2015. Through the measures of reforming management system,setting up new operational mechanism,reforming medical insurance payment system and setting up personnel salary system. The reform acquires obviously effectiveness. But it still exists main problems such as management system need to be advised,the reform is influenced and restricted by some sectors,severe shortage of health technician and shortage of drug security system. So it puts forward some targeted suggestion.
