西安市建设用地利用绩效的变化特征及其障碍因素研究 被引量:3

摘要 建设用地集约利用是实现城市可持续发展的关键。从土地利用程度、土地利用效率、生态环境影响、土地投入水平四个方面设计了建设用地利用绩效评价指标体系,运用综合指数法和障碍度模型对2006—2015年西安市建设用地利用绩效水平和障碍因素进行研究。结果表明:2006—2015年西安市建设用地利用绩效水平持续提高,综合绩效指数从2006年的0.189 9涨到了2015年的0.795 1,年均增长12.26%,土地集约利用效果显著。从影响因素看土地利用效益的绩效指数增长最为显著,生态环境影响的绩效指数增长最小。2006年土地利用效益是影响西安市建设用地利用绩效的最大阻碍的因素,障碍度达到了36.52%,到了2015年,生态环境因素变成了最大阻碍因素,障碍度达到了73.37%。研究认为控制污染物排放总量,加强生态环境建设是今后提升西安市建设用地利用绩效的关键。 As intensive utilization of construction land is key to sustainable urban development, the performance evaluation index system of construction land utilization is designed from four aspects of land use degree, land use efficiency, ecological environment impact and land input level. A research on the performance level and obstacle factors of construction land use in Xian during 2006 to 2015 is also conductedbased on the comprehensive index method and obstacle model. The results shows that the performance level had been increasing continuously during 2006 to 2015 and the comprehensive performance index had risen from 0. 1899 in 2006 to 0. 7951 in 2015,with an average annual increase of 12. 26%. So the effect of intensive land use is remarkable. From the perspective of influencing factors, the performance index of land use benefit increased most significantly,while that of eco environmental impact increased least. The benefit of land use in 2006 was the biggest factor hindering the performance of construction land use in Xi'an,and the obstacle degree had reached 36. 52%. By the year of 2015, the environmental factors had become the biggest obstruction, with a barrier of 73. 37%. The conclusion is that controlling the total amount of pollutants discharge and strengthening the construction of ecological environment are key to improving the performance of construction land utilization in Xi'an
