我国沿海地区水产技术推广效率的时空演变——基于面板三阶段DEA模型的分析 被引量:7

Temporal and Spatial Evolution of Aquatic Technology Popularization Efficiency in Coastal Areas of China: An Analysis Based on the Panel Three-stage DEA Model

摘要 基于2006—2016年我国沿海地区11省份水产技术推广的面板数据,运用三阶段DEA模型对剔除环境因素和随机误差项前后的水产技术推广效率进行测度与分析。研究结果表明:我国沿海地区水产技术推广效率受环境因素影响较大,水产技术推广网站数量、渔民手机数量、渔民人均纯收入和养殖受灾面积对水产技术推广机构、推广人员、推广经费和推广资料影响显著;在剔除环境因素和随机误差项后,大部分地区水产技术推广综合技术效率和规模效率呈现下降,各地普遍处于规模报酬递增状态,规模扩张是技术推广效率提升的关键;各地区水产技术推广效率变化显著,"渔业大省"的水产技术推广效率水平明显优于其他省份。我国沿海各地区应结合自身渔业发展实际,挖掘资源优势,加大技术推广投入力度,提高水产技术推广效率。 Based on the panel data of aquatic technology popularization in 11 provinces in coastal areas of China from 2006 to 2016, this paper measures and analyzes the efficiency of aquatic technology extension before and after removing environmental factors and random errors by using three-stage DEA model. The results show that, the efficiency of aquatic technology extension in coastal areas of China is greatly affected by environmental factors, the number of aquatic technology extension websites, the number of fishermen's mobile phones, the per capita net income of fishermen and the affected area of aquaculture have a significant impact on aquatic technology extension agencies, extension staff, funds and materials; after removing environmental factors and random errors, the comprehensive technical efficiency and scale efficiency of aquatic technology extension in most areas decreased, all regions are generally in a state of increasing returns to scale, scale expansion is the key to improving the efficiency of technology popularization; the efficiency of aquatic technology extension in various regions changes significantly, and the efficiency of fishery technology popularization in "big fishery province" is obviously better than that in other provinces. The coastal areas of our country should combine their own fishery development practice, excavate the superiority of resources, increase the investment of technology popularization, and improve the efficiency of aquatic technology popularization.
