摘要
当前,公共卫生问题成为阻碍京津冀地区一体化的障碍之一。2009-2013年,京津冀地区大规模爆发甲型H1N1流感疫情,由于短时间内疫情得不到有效控制,造成疫情迅速蔓延。本文对京津冀三省市政府公共卫生合作现状进行分析,认为当前京津冀三省市在公共卫生联合防治的过程中还存在缺乏横向联合机制、政府职能失衡、政府信息共享与舆情监测不到位及法律保障缺失等问题,对京津冀三省市在公共卫生联合防治过程中出现问题的原因进行归纳,认为行政区划体制、区域存在博弈和政府合作意识缺失是制约京津冀三省市公共卫生联合防治的障碍因素。
In recent years,public health issues have become one of the obstacles to the integration of the Beijing-TianjinHebei region. The large-scale outbreak of influenza A H1 N1 epidemic in the Beijing-Tianjin-Hebei region during 2009 and2013 resulted in the rapid spread of the epidemic because of the lack of effective control of the epidemic in a short period of time. Based on the analysis of the current situation of public health cooperation between the three provinces and municipalities of Beijing,Tianjin and Hebei,this paper believed that there were still lack of horizontal and joint mechanisms,imbalance of government functions,and sharing of government information in the process of joint prevention and control of public health in the three provinces of Beijing,Tianjin,and Hebei and inadequate monitoring of public opinion and lack of legal safeguards. In addition,the causes of the problems in the joint prevention and control of public health in the three provinces and cities of Jing-Jin-Ji-Zu were summarized. It is believed that the lack of awareness in the administrative division system and regional games and government cooperation is an obstacle to the joint prevention and control of public health in the three provinces and cities of Beijing,Tianjin and Hebei.
