基于P-S-R-TOPSIS方法的青岛市海岸带生态安全评价研究 被引量:6

摘要 文章选取青岛市海岸带作为研究区域,基于P-S-R模型,构建了包含21个指标的海岸带生态安全综合评价指标体系。然后,采用层次分析法和变异系数法分别确定指标的主、客观权重,基于综合评价值最大的方法确定指标的组合权重;最后,结合TOPSIS法,对2010—2016年青岛市各年份的海岸带生态安全状况进行综合评价。结果表明:2010—2016年各年份评价指标与负理想解的距离d-i整体上逐渐增大,与正理想解的距离d+i整体上逐渐减小,与负理想解的贴近度C-i也由2010年的0.390 1上升到2016年的0.647 8,即青岛市海岸带生态安全状况整体上呈好转趋势。文章针对影响青岛市海岸带生态安全的具体因素,提出了相应的建议:(1)加强水污染处理技术的研发,提高再生水利用创新能力,实行限额捕捞制度,降低海洋产出压力;(2)持续稳定地增加环保投资力度,提升海洋生态环境综合治理水平;(3)进一步优化产业结构,巩固和提高第三产业在经济社会中的作用和地位。 With Qingdao coastal zone as the research field and based on P-S-R model,this paper constructs a comprehensive evaluation index system for coastal zone ecological security with 21 indexes included,determines the subjective and objective weights of the indicators by analytic hierarchy process( AHP) and variation coefficient method while determining the combined weights of indexes based on the most comprehensive evaluation method,and finally combined with TOPSIS method,conducts a comprehensive evaluation of the ecological security status of Qingdao coastal zone from 2010 to 2016. The results show that the distance between the evaluation index and the negative ideal solution from 2010 to 2016 increases gradually on the whole while the distance from the positive ideal solution decreases gradually; the closeness to the negative ideal solution C-iincreases from 0.3901 in 2010 to 0.6478 in 2016,which indicates that the ecological security status of Qingdao coastal zone is on the whole improving. Based on the specific factors that affect the ecological security of Qingdao coastal zone,the following corresponding suggestions are put forward: a. Strengthen the research and development of water pollution treatment technology,improve the innovative ability of recycled water utilization,implement quota fishing system and reduce the pressure of marine output; b. Increase continuously and steadily the investment intensity in environmental protection and promote the comprehensive management of marine ecological environment; and c. Further optimize the industrial structure,consolidate and improve the role and status of the third industry in economy and society.
