摘要
通过DEA—Malmquist方法测算包括深圳在内的14个城市科技金融投入产出相对效率并进行横向比较以及动态的纵向比较。根据测度结果,认为新时期深圳发展科技金融具备优良的金融业基础且社会科技创新氛围浓厚,但科技金融治理架构不健全,人才储备不足、结构缺乏科学性。针对发展科技金融的机遇与挑战,提出深圳应建立健全市场机制,加强科技金融集聚发展,推进科技成果转化和加快人才体系构建。
The paperadopts DEA-Malmquist method to calculate the relative efficiencyof input and output of science and technology financialin 14 cities,including Shenzhen,and makes horizontal comparison and dynamic longitudinal comparison. According to the measurement results,it is considered that in the new era,science and technology finance in Shenzhen has a good financial foundation and a strong atmosphere for social science and technology innovation. However,the sci-tech financial governance structure is not perfect and the talent pool is insufficient. In view of the opportunities and challenges of developing science and technology finance,it is suggested that Shenzhen should establish and improve its market mechanism,strengthen the agglomeration development of science and technology finance,promote the transformation of scientific and technological achievements and speed up the construction of talent system.
