摘要
当前,我国政府职能正处于从社会管理向社会治理转型的过程之中。在社会治理中,社会事务由多元主体共同协商并做出决策,而政府及公务员均成为与多元主体平等的角色。然而,在社会治理视野下,公务员行政责任伦理建立面临着角色冲突、权力冲突以及利益冲突等一系列问题,使得公务员在行政工作中难以完全遵守职业要求。此外,社会环境同样影响着公务员行政责任伦理的建构,例如传统伦理思想的消极影响、转型期行政伦理重新构建的影响、法律法规缺位的影响。因此,为对抗诸多负面影响,还需从内外两方面入手,即培养公务员在社会治理背景下的行政责任伦理意识和建立健全公务员行政责任伦理制度体系。
At present, the government functions of our country are in the process of transition from social management to social governance. In social governance, social affairs are jointly negotiated and made decisions by multiple entities. The government and civil servants have all become equal actors with multiple entities. However, in the context of social governance, civil servants' administrative responsibility ethics is confronted with a series of problems such as role conflicts, power conflicts and conflicts of interest, making it difficult for civil servants to fully comply with professional requirements in administrative work. In addition, the social environment also affects the decision-making of civil servants, such as the negative impact of traditional ethics, the impact of the restructuring of administrative ethics in transition, and the absence of laws and regulations. Therefore, in order to counteract many negative influences, it is necessary to start from both inside and outside, that is, to cultivate civil servants' ethical awareness of the responsibility of administrative subjects in the context of social governance and to establish and improve the ethical system of administrative responsibilities.
