摘要
由于PPP模式下的项目普遍参与方众多、运营较为复杂,不确定性因素的存在使该类项目的风险难以完全规避,在PPP项目全生命周期中,风险识别和风险管理就尤为重要。同时,结合国内外失败PPP项目的经验分析,规避风险更是为PPP项目的顺利落地和正常运营保驾护航。
