摘要
城市化的快速发展带来了日益突出的城市管理问题。智慧城市概念的提出为破解城市发展难题、提升城市竞争力提供了新思路。我国自2010年起由地方政府开始自发的探索智慧城市建设模式,此后在中央部委的指导下开展各领域内的智慧城市建设试点工作,进一步从国家战略层面进行统筹协调与资源整合。尽管我国智慧城市建设发展势头良好,但在实际建设中依然面临着战略规划不足、信息孤岛问题普遍、技术导向倾向严重、建设资金缺口庞大、评价体系不完善及忽视信息安全建设等问题。十三五规划纲要明确提出建设新型智慧城市,推进新型智慧城市建设应当加强统筹规划、打破数据孤岛、坚持以人为本的建设目标、分级分类推进,同时积极协调社会力量参与,加强技术和资金保障,构建网络信息安全体系。
The rapid development of urbanization has brought about increasingly prominent urbanmanagement issues. The concept of smart city provides a new idea for solving urban development problems andimproving urban competitiveness. Since 2010, the local government has started to explore the smart cityconstruction model spontaneously. Since then, under the guidance of the central ministries, pilot projects on smartcity construction in various fields have been carried out, and further coordination and resource integration havebeen carried out from the national strategic level. Despite the good momentum of China’s smart city construction, itstill faces problems such as insufficient strategic planning, widespread information island problems, serioustechnology orientation, huge construction funding gap, imperfect evaluation system and neglect of informationsecurity construction. The 13th Five-Year Plan outlines the establishment of a new type of smart city. Promotingthe construction of a new smart city should strengthen overall planning, break the information island, adhere to thepeople-oriented construction goal, promote classification and promotion, actively coordinate the participation ofsocial forces, strengthen technical and financial security, and build network information security system.
