摘要
民国初期,随着民国海军部的建立,中国的海防建设有了进一步的发展。以海军总长刘冠雄为代表的民初海军部提出了一系列巩固海防的计划,主要包括建立各项海军章制、提出置舰计划、建立吉黑江防舰队、加强海军人才教育、发展飞潜技术等。虽然这其中有很多局限和不足,且没有得到有效实行,并未使中国摆脱海上侵略,但对中国的近代海防建设的进步做出了一定的贡献,并对我国现今的海军建设提供了有益借鉴和经验教训。
In the early years of the Republic of China, China＇s coastal detense construction embraced a further development with the establishment of the naval ministry of the country. The navy＇s Chief Minister Liu Guanxiong, on behalf of the naval ministry of the Republic of China, proposed a series of plans to consolidate coastal detense, including the establishment of various naval constitutions, the proposal of making a ship, the establishment of a Marine Corps, the establishment of a JiHe River anti-ship fleet, the strengthening of the education of naval personnel, and the development of flying technology. Although there were many limitations and deficiencies, and it was not efteetively implemented or didn＇t free China from maritime aggression, it made certain contribution to the progress of China＇s modern coastal detense construction and gave some lessons and experiences to the construction of the present-day navy in China.
