摘要
绿色发展已成为当今世界的时代潮流和重要趋势。本文借助TOPSIS熵权法构建绿色发展指标体系,以城市为地理分析单元,科学测度并分析长江经济带城市绿色发展的现状水平、影响因素和空间格局。研究发现:①长江经济带城市绿色发展整体水平不高,杭州、昆明和贵阳是长江经济带绿色发展的3大引擎,而排名靠后的大多是资源型城市。各城市间的得分差异性较大,单个城市内的绿色发展存在严重的"偏科"现象;②长江经济带城市绿色发展的空间格局在上中下游存在显著不同,中上游地区的绿色发展形成了明显的以昆明-贵阳、成都-重庆为中心的抱团集聚现象,湖南、江西南部地区的绿色发展水平也较高。而东部地区发展较好的只局限于杭州、上海等少数城市;③细分领域评价,中西部城市的绿色生态和东部城市的绿色生产各具优势,而绿色生活领域表现好的既有大城市也有小城市,既有东部城市也有中西部城市,空间发展最为均衡。文章最后针对性地提出了相关对策建议。
Green development has become an important trend around the world nowadays. This paper using the TOPSIS method to construct an green development index system to measure and analyze the development, influence factors and spatial pattern of the Yangtze River Economic Belt in 2016. We find that: Firstly, the overall level of green development in the Yangtze Economic Belt is not high. Hangzhou, Kunming and Guiyang are the three major growth poles of green development in the Yangtze River Economic Belt, while the bottom ranking cities are almost resource-based cities. There is a great difference in scores between cities, and the green development in a single city has a serious "partial branches" phenomenon. Secondly, the spatial pattern of green development in the Yangtze River Economic Zone is significantly different in the upstream, midstream and downstream regions. The green development in the upstream and midstream regions has formed a distinct agglomerated areas with Kunming-Guiyang and Chengdu-Chongqing as its centers and cores. The level of green development in the south of Hunan and Jiangxi is also relative high. The high scores of green development in the eastern region is limited to a few cities such as Hangzhou and Shanghai. Thirdly, evaluation of the subdivision index system shows thatthe " green ecology" of the central and western cities and the "green production " of the eastern cities have high scores, while the "green life" sub-system, which has the most balanced development in geographical space, are good in both large cities and small cities, eastern cities and central and western cities. Finally, some pertinent suggestions are put forward.
