摘要
城市新区与旧城的产业要素优化整合,是特大城市新旧城区联动发展的核心内容,对城市整体产业经济竞争力提升具有重要推动作用。论文以协同学理论为基础,探讨特大城市新旧城区产业协同发展内涵与构成要素,分析其基本动因,即经济空间联动、产业价值链转移和产业组织结构优化;以此为基础,从产业布局统筹、产业规划互动、产业功能协作与产业利益协调等四个方面,论述特大城市产业协同发展的作用机制。以南京市城市发展的实践作为案例分析,探讨南京市主城、副城与新城的产业功能空间要素协同运作的基本现状,分析其实践的基本动因与作用机制,提出南京新旧城区产业协同发展机制的优化路径,即统筹产业空间布局规划、协调城区产业经济利益、政府-市场作用互动、打造新旧城区产业利益共同体。
The optimization and integration of industrial elements in urban new districts and old cities is the core content of the joint development of new and old urban areas in megacities, and it plays an important role in promoting the overall industrial economic competitiveness of cities. Based on the theory of synergy, this paper discusses the connotation and constituent elements of industrial synergy development in new and old urban areas of megacities, and analyzes its basic motives, namely economic space linkage, industrial value chain transfer and industrial organization structure optimization. Based on this, from the four aspects of industrial layout, industrial planning interaction, industrial function cooperation and industrial interest coordination, the mechanism of industrial synergy development in mega cities is discussed. Taking the practice of urban development in Nanjing as a case study, this paper discusses the basic status quo of the coordinated operation of industrial function space elements of Nanjing main urban, sub-urban and new urban, analyzes the basic motivation and mechanism of its practice, and proposes the mechanism of industrial synergy development in Nanjing new and old urban areas. The optimization path of the industrial synergy development mechanism of the new and old urban areas in Nanjing is proposed, including coordinating industrial spatiallayout planning, coordinating urban industrial economic interests, government-market interaction, and creating a community of new and old urban industrial interests.
