摘要
在阐述PPP项目绩效评价相关概念的基础上,从PPP项目绩效形成机理分析与PPP项目参与方战略目标分析两方面对PPP模式下项目绩效指标体系进行构建,从实施主体构想、计划阶段、绩效辅导阶段、评价阶段、绩效考核阶段等方面就PPP项目绩效评价实施流程进行探讨。
On the basis of expounding the related concepts of performance evaluation of PPP project, this paperconstructs the project performance index system under PPP mode from the analysis of PPP project performanceformation mechanism and PPP project participants＇ strategic goal analysis, from the implementation of the projectconception and planning stage. The PPP project performance evaluation implementation process is discussed in theaspects of performance coaching, evaluation, and performance appraisal.
