摘要
本研究对日本教育外交进行了整体性梳理。研究发现:日本教育外交经历了经济外交与追随外交的附属品、较为独立的外交领域、提高国家软实力的工具这三个发展阶段;日本教育外交包含以ODA(官方开发援助)为中心,不断扩展教育外交活动内容;以外务省与文部科学省为主导,鼓励社会各界参与;以亚非为工作重点,兼顾其他地区;注重与国际组织合作这四个方面内容。日本教育外交具备高度的战略性和较强的连贯性。
This research examines Japan's education diplomacy systematically. It finds that Japan's education diplomacy has gone through three stages: economic diplomacy and the subsidiary of following diplomacy, relatively independent diplomatic field, and the tool to improve the country 's soft power. Japan's education diplomacy includes ODA(official development assistance) as the center, expanding the content of educational diplomacy; taking the ministries of foreign affairs and education as cores and encouraging the participation of social actors; Focusing on Asia and Africa, and taking into account other regions;emphasizing collaboration with international organizations. Japan's education diplomacy is highly strategic and strongly consecutive.
