摘要
近年来,随着全球贸易的大力发展,由世界海关组织倡导的AEO制度,给越来越多的AEO企业带来了诸多便利。与此同时,我国海关也在积极进行AEO制度的研究与实践,逐步建立和完善了我国AEO制度。然而,我国AEO制度现有基础条件薄弱,认证成本高、企业认知度低、口岸协同管理缺乏效率、国际互认难度较大、评估人才相对缺乏等问题依然存在。基于此,结合国际国内AEO制度的实践与经验,文章提出采取建设社会信用管理体系;不断加强海关自身基础设施建设;促进海关与相关部门、行业协会的合作;积极推动与国际AEO的互认磋商等解决措施,能较好地促成AEO制度在我国的推广。
In recent years, with the vigorous development of global trade, the AEO system initiated by the world customs organization has brought a lot of convenience to more and more AEO enterprises. At the same time, China＇s customs is also actively studying and practicing AEO system, and gradually establishing and improving China＇s AEO system. However, the existing basic conditions of China＇s AEO system are weak, such as high certification cost, low recognition degree of enterprises, lack of efficiency in port collaborative management, difficulty in international mutual recognition, and relative lack of assessment talents. Based on this, combining with the practice and experience of AEO system at home and abroad, this paper proposes to construct social credit management system. Constantly strengthen the customs own infrastructure construction; to promote cooperation between customs and relevant departments and trade associations; actively promoting mutual recognition and consultation with AEO and other solutions can better promote the promotion of AEO system in China.
