摘要
内外部环境的变化与社会主义市场经济规律的共同作用,使中国经济从要素驱动、投资驱动转向创新驱动,从高速增长转为中高速增长,从数量增长型转向质量效益型,管理重点也由需求侧转到供给侧。围绕人力资本提升对深化供给侧结构性改革适应性和推动力现状、问题及改进措施主线,聚焦"三去一降一补"结构性改革重点任务,从教育、培训、政策、保障等方面提出提升人力资本价值的建议对策。
The change of internal and external environment and the law of socialist market economy have combined to drive the Chinese economy from factor-driven and investment-driven to innovation-driven, from high-speed growth to medium-high growth, from quantitative growth to quality and efficiency growth, and from the demand side to the supply side. Focusing on the current situation, problems and improvement measures of deepening the adaptability and impetus of the supply-side structural reform through human capital upgrading, this paper focuses on the key tasks of "three go, one drop and one mend" structural reform, and puts forward suggestions and countemeasures for improving the value of human capital from education, training, policies and safeguard mechanism.
