摘要
中国古代传统文化中有丰富的"问疾""宽疾""养疾"思想观念与对策措施,残疾人事业自近代萌芽,新中国成立后开展了有限的福利事业,残疾人状况得到改善。改革开放初期,党和政府重视残疾人事业,残疾人组织迅速恢复发展,初步探索劳动福利型发展道路,逐步形成理解尊重帮扶残疾人的社会风气,中国残疾人事业走向国际交流与合作。中国残疾人联合会成立之后,中国残疾人事业迈入组织化体系化发展阶段,这一时期残疾人事业发展纳入国家发展规划,法律法规建立和完善。党的十八大以来,党和政府对残疾人格外关心格外关注,形成中国特色残疾人事业体制机制,残疾人社会保障和公共服务体系建设获得了实质性进展,为国际残疾人事业贡献了中国智慧与中国经验。改革开放四十年来,中国残疾人事业与国家社会主义现代化建设相向而行,获得了大发展,逐步形成了中国特色的残疾人事业发展道路。
The cause of the persons with disabilities in China has originated from ancient times and sprouted in modern times. Since the founding of New China, our country has carried out limited welfare undertakings, and the situation of disabled people has improved. In the early days of reform and opening up, the party and government attached importance to the cause of the disabled. Disabled organizations were rapidly recovering and developing. The country initially explored the developing path of labor welfare. The society gradually formed a social atmosphere that respects and helps people with disabilities. The cause of Chinese disabled people was moving towards international exchanges and cooperation. After the establishment of the China Disabled Persons＇ Federation, the cause of disabled people in China has entered an organizational and systematic developing stage. In this period, the development of the cause of the disabled was incorporated into the national developing plan. The laws and regulations were established and improved. Since 2008, the party and the government have paid special attention to the cause of the disabled. The institutional mechanisms for the disabled people with Chinese characteristics have gradually formed. Substantial progress has been made in the social security system and the public service system for the disabled. The cause of the disabled in China has contributed wisdom and solutions to the world. In the past 40 years of reform and opening up, the cause of disabled people in China and the country＇s socialist modernization both develop very well, and has gradually formed a developing path for the disabled with Chinese characteristics.
