摘要
自2014年我国大力推广PPP模式以来,PPP模式在推动我国经济发展和体制改革方面取得了一定的预期成果,但也产生了明股实债、建设成本不参与绩效考核、政府过度担保、运营虚置等泛化异化问题,积累了诸多隐性风险。为此,财政部、国资委等部门相继发布了一系列文件,严格规范PPP项目管理。规范推进我国PPP模式发展,必须准确把握PPP模式科学内涵,树立项目资本金股权投资理念,切实引入第三方机构评价项目绩效,同时还要完善政府保证机制,提高政府履约能力。
Since China vigorously promoted the PPP model in 2014,the PPP model has achieved certain expected results in promoting China's economic development and institutional reform,however, it also caused a lot of hidden risks, such as the phased equity, transfer, construction cost is not involved in performance appraisal, government excessive guarantee, and operation vacancy.To this end, the Ministry of Finance, the State-owned Assets Supervision and Administration and other departments have issued a series of documents to strictly regulate the management of PPP projects.To standardize the development of PPP mode in China, we must grasp the scientific connotation of PPP mode accurately, set up the concept of equity investment in project capital,effectively introduce third party organizations to evaluate project performance, and at the same time, we should improve the government guarantee mechanism and improve government performance.
