在大众旅游时代兴起的当下,消费群体在全域旅游机制的推动下,以观赏、游览、休闲、度假、乃至产权购买的方式融入文化遗迹丰富的历史城区。他们不仅改变着老城的产业业态与风貌景观,同时也改变了在地人的生活方式与文化氛围。这使得老城更新所涉及的关系也更加复杂,在保障原住民的财产和公共权益的同时,也要避免过度商业化带来的乡土文化流失与历史风貌的破坏,无论从哪个角度来看,大拆大建都不是最好选择。山东淄博周村古商城的更新实践,是以国家5A级旅游景区创建为契机,通过"社区营造"的核心理念,采取"自上而下"的政府引领与"自下而上"的社区参与相结合的更新策略,使得各类角色关系趋向平衡与共赢,是旅游引导历史城区实现复兴的有益探索。
In the era of mass tourism, with the promotion of tourism mechanism in the whole region, the consumer groups are integrated into the historical cities and towns which have a rich cultural relics by means of viewing, visiting, taking leisure and vacations, and even the purchase of property rights. They not only change the industrial styles and landscapes of the old city, but also change the way of life and cultural atmosphere of the people in the city, making the relationship involved in the renewal of the old city more complicated. While safeguarding the property and public rights and interests of the aborigines, we should also avoid the loss of local culture and the destruction of historical features brought about by excessive commercialization. No matter what aspects we are seeing, big demolition and construction are not the best choice. The renewal practice of Zhoucun Ancient City in Zibo, Shandong Province, is even based on the opportunity of establishment of National 5A class tourist attractions via the core concept of "community building" , adopting the renewal strategy of "top-down" government leading and "bottom-up" community participation, which makes the role relationships of all kinds tend to be balanced on a win-win basis, and it is a beneficial exploration of tourism to guide the historical district to realize the rejuvenation.
