摘要
目的:对石家庄市中医药服务综合改革效果进行评价,探究改革试点以来不同类别机构取得的总体效率变化情况。方法:以石家庄市21个提供中医药卫生服务的市级和基层中医药服务机构为例,运用DEAP2.1可变规模报酬模型(BCC)对其综合改革效果建立数据模型。结果:石家庄市5类(21个)提供中医药卫生服务的机构的总体效率、纯技术效率和规模效率2013年、2014年、2015年3年平均值分别为0.920、1.000、0.920,0.979、1.000、0.979,0.966、1.000、0.966;其中DMU有效的单位有4类,1类弱有效(总体效率略小于1,同时规模报酬递增),纯技术效率有效的单位有5类,规模报酬不变的单位有4类,规模报酬递增的单位有1类,没有规模报酬递减的单位。结论:石家庄市的试点总体上取得了较好成绩,但社会办中医机构总体效率提升不明显,综合医院和中医院仍需继续改进技术,基层机构还存在中医药人员和设备投入不足的现象。
Objective：To evaluate the comprehensive relbrm ellects of traditional Chinese Medicine service in Shijiazhuang City, so as to lind the overall elliciency change of it. Methods：21 municipal and grass-roots health services were chose in Shijiazhuang City to analyze and evaluate their relbrm pilot ell＇eets with DEA data model made by DEAP 2.1. Results：5 classes（21） institutions providing heahh services institutions of Tra- ditional Chinese Medicine in Sh（iiazhuang whose average values of overall elliciency, pure technical efficiency and scale efliciency in 2013, 2014, 2015 were respectively 0.920, 1.000 , 0.920; 0.979, 1.000, 0.979; 0.966, 1.000, 0.966. Of which 4 classes were DMU ellective units（ 1 class was weak elli^ctive unit） , 5 classes were pure technical elliciency units, 4 classes were unites with constant returns to scale , 1 class was unit with increasing return to scale, and no units were with diminishing returns to scale. Conclusion：The comprehensive relorm of Chinese Medicine in Shi- jiazhuang has achieved good results on the whole. But the overall ei＇i＇iciency of social institutions is not obvious, and comprehensive hospital and the hospital of Traditional Chinese Medicine has to improve techniques continuously. There still exists inadequate personnel and equipment at the grass-roots level.
