摘要
制度互补性理论主要是通过规制性要素、规范性要素及文化认知要素来分析现代学徒制的制度结构之间的要素互补方式。对英、德两国现代学徒制学徒激励制度、企业激励制度、质量保障制度的制度结构互补分析看,可以发现如下规律:制度三要素之间的相互加强与相互弥补是现代学徒制制度互补的两种形式;制度互补的关键在于规制性要素的制定与完善;制度数量功能与质量功能在整体上是可以互补的;学徒激励制度互补关键在于要给学徒提供一个可以预期的身份及职业保障;企业激励制度互补的关键在于降低企业参与学徒制的成本以及降低外部劳动力市场的挖人风险;质量保障制度互补的关键在于明确学徒培训的过程、标准及资质。
The theory of institutional complementarity mainly analyzes the elemental complementarity between the institutional structures of modem apprenticeship through regulatory elements, normative elements and cultural cognitive elements. According to the complementary analysis of the institutional structure of the apprenticeship system, enterprise incentive system, and quality assurance system in the modem apprenticeship system in the UK and Germany, the following rules can be found: The mutual reinforcement and mutual compensation between the three elements of the system are complementary to the modern apprenticeship system. The key to the complementarity of the two forms is the formulation and improvement of regulatory elements. The functions and quality functions of the system can complement each other. The key to complementing the apprenticeship system is to provide apprentices with a predictable identity and job security. The key to the complementarity of enterprise incentive systems is to reduce the cost of enterprises' participation in apprenticeships and reduce the risk of digging people in the external labor market. The key to complementing the quality assurance system is to clarify the process, standards, and qualifications of apprenticeship training.
