摘要
为应对未来城市群发展要求和航空需求的增长趋势,在对世界级机场群发展经验研究基础上,强调多机场系统都市圈产业结构演化是基于航空基础设施的通达性、网络性、外部性特点和机场特定发展阶段的城市群的产业结构变化,多机场系统下临空产业的遴选要增加机场群所处的发展阶段、在机场群层级结构和所在城市群的产业分工等维度,区域一体化的临空产业优化策略也要基于不同地区国民经济发展基础,促进临空产业发展,突破体制机制障碍,促进区域协同创新。
In response to the development of future urban agglomeration and aviation demand growth,this paperdeveloped its work on the basis of experience of airport cluster development in world-class metropolitanagglomerations. It emphasizes two key factors for the evolvement of the industrial structure of multi-airport systemmetropolitan area:change of industrial structure of metropolitan agglomeration at certain stage and characteristics ofaviation facility: i.e.,connectivity,networking and externality. The decision making in airport industry withinmulti-airports system should consider these following elements:the evolvement stage of airport cluster,the hierachy ofairport cluster and industrial division of metropolitan agglomeration. Based on regional integration,the optimisticstrategy for airport industry should also take the various economic status across regions into consideration. Only thencould the policy maker promote the development of airport industry,get over the barriers of mechanism and finallyachieve the regional collaborative innovation.
