摘要
跨省跨区电力交易是实现我国电力资源优化配置的重要途径。目前的理论研究、国家政策和企业实践主要局限于跨省跨区交易的模式、品种和方式等,对交易形成的资源配置机理及其效果分析不够,这种状况在一定程度上影响了跨省跨区电力交易的进一步有效开展。本文分析了跨省跨区电力交易的品种及其渠道,提出了跨省跨区电力交易资源优化配置效益的具体内容及计算方法,并以华中电网为例,计算和分析了跨省跨区电力交易资源优化配置综合效益,系统地研究了跨省跨区电力交易优化资源配置的机理,为我国跨省跨区电力交易深化改革提供了科学依据。
Trans-province power trading is an important way to achieve optimal allocation of power resources in China. At present, the government, enterprises and academia mainly study the modes, varieties and methods of trans-provincial and trans-regional transactions, and have insufficient analysis of the resource allocation mechanism and actual effects formed by different types of transactions. To some extent, this situation affects the further effective development of trans-provincial and trans-regional power transactions. This paper analyzes the varieties and channels of trans-provincial and trans-regional power trading, proposes the specific content and calculation method of the optimal allocation of trans-province power trading resources, and reveals the mechanism of optimizing resource allocation in trans-province power trading. Taking Huazhong Power Grid as an example, the comprehensive benefits of optimizing the allocation of trans-province power trading resources are calculated and analyzed. This paper systematically studies the mechanism of optimizing resource allocation in trans-province power trading, which provides a scientific basis for deepening the reform of trans-province power trading in China.
