摘要
简析日本大阪轨道交通在线网结构、服务特征和运营组织方面的经验。日本大阪轨道交通系统由新干线、JR铁路、私营铁路、地铁和新交通5个层次组成,不同层次的轨道交通具有不同的服务和技术特征。新干线服务都市圈对外城际交通需求;JR铁路和私营铁路服务都市圈内市郊通勤需求,一般采用多交路组织和跨线运营模式,运营班次根据需求有特急、快速、普通等多种类型;地铁服务大阪市内部的交通出行,平均站距在0.6~1.2 km之间,而且还具有强大的运力提升空间;JR铁路、私营铁路和地铁间可实现直通运营;大阪中运量新交通主要起到衔接补充地铁、JR铁路和私营铁路的作用。最后借鉴大阪轨道交通的经验,提出我国城市轨道交通在新一轮发展过程中急需进行规划、设计、建设、运营、管理等环节的创新,以期切实落实公交优先,破解大城市交通发展困境。
We analyze the network structure, service characteristics and operation patterns of the Osaka rail transit system. The system consists of the Shinkansen bullet train, JR railways, private railways, subways, and new transportation. The different rail transit systems have different service and technical features. The Shinkansen caters to intercity traffic demand; JR railways and private railways, which generally follow a multi-channel and cross-station operation mode, cater to commuter demand in metropolitan areas. Based on different needs, they operate emergency, fast, ordinary, and other types of train services. Subways services satisfy the needs within Osaka city, Where the average distance between subway stations is 0.6 km–1.2 km and its subways are also equipped to increase their current capacity through joint partnerships with JR railways and private railways. New transport mainly serves as a supplement to the subways, JR railways and private railways. Finally, this paper takes the lessons from the Osaka rail transit system and proposes ideas for the planning, design, construction, operation and management of the new round of development in the urban rail transit system in China, which aims at executing the policy of prioritizing public transport and solving the dilemma of urban transportation development.
