摘要
全球范围内绿色采矿标准陆续出台。本文对绿色采矿标准进行了定义并总结归纳了现行的绿色采矿标准。本文认为,现行绿色采矿标准具有宣传承诺、集成整合、目标兼容、弥合缝隙、规范指导、竞争优势、话语引领、规划工具等8项功能。本文对组成绿色采矿的基本框架,包括利益攸关方、目标体系和基本原则、主要支柱和关键要素、基本流程等进行了总结。在此基础上,认为全球绿色采矿标准化建设发展的趋势和特点是,数量增多、国际化趋势明显、抓核心和关键环节、体现矿业活动的历史阶段和规模性特性、全面系统及多级别递进、证据导向等主要特点。而政府作为绿色采矿发展的主要监管部门,其在绿色采矿发展中的特殊作用主要是战略引领和守住底线,整合和协调政府资源,补短板抓关键,提供公共产品,进行面向管理者和管理对象的法规系统化建设等。
The global green mining standards have been issued intensively over the past several years. The paper defines and summarizes various global Green Mining Standands. The paper summarized the 8 functions of the current standards, including propaganda and commitment, integration, closing gaps between law and pratical demand, guiding and regulating, getting competitive edge, leading the words, planning tools, etc. The paper also summarizes the framework which comprises green mining standards, including stakeholders, objectives system and basic principles, main pillars and key elements, basic procedures. The trends and characteristics of global green mining standards construction are that, the amount is increasing, increasingly internationalized, adapting to history, different stages of mining activities and different scales, comprehensive and stepwise progression, evidences driven, etc. As the major regulator of green mining construction, the government playing a special role, including to set strategy and keep the bottom line, integrating and coordinating government resources, mending plates and holding keys, providing public goods, and carrying out systematic regulatory construction facing managers and users.
