摘要
研究目的:构建服务新时期耕地保护和占补平衡管理的耕地质量定级方法。研究方法:基于耕地质量定级基础理论和已有相关成果进行定级方法研究,并通过实地应用对本定级方法进行验证。研究结果:(1)构建了逐级修正的定级方法,并建立了定级评价指标体系;(2)该定级方法所得平山县耕地质量级别呈现东部平原较高、西部山区较低的态势,符合县域实际情况;(3)该方法用于13个土地整治项目区定级评价,整治后耕地质量平均提升1.93个级别,较因素法级别提升更为明显。研究结论:本文构建的逐级修正法具有合理可行性,能够更加灵敏和准确地反映土地整治成效,推动落实耕地占补平衡管理。
The purpose of this study is to construct a method of grading cultivated land quality based on the strategy of balancing cultivated land occupation and reclamation in the new era. The research was conducted according to the relevant basic theory and the existing results. And the proposed method was verified in the field application. The results are as follows. 1)This study constructed the gradually revised method and established an evaluation index system. 2)This method was used to evaluate the quality of cultivated land in Pingshan County. The quality level of cultivated land in the eastern plains was high while the quality level of the western mountainous areas was low, which was in line with the local conditions. 3)Using the method to evaluate the level of cultivated land in 13 land consolidation project areas, the results showed an average cultivated land quality increase of 1.93 levels, more obvious than the results obtained by the factor method. In conclusion, the gradually revised method is reasonable and feasible, can reflect the effects of land consolidation more sensitively and accurately, and ultimately promotes the implementation of balancing cultivated land occupation and reclamation.
