摘要
随着我国有效发明专利拥有量的增加,专利价值评估和筛选工作是专利运用和管理的重要内容,如何从浩如烟海的专利数据中筛选出高价值专利是摆在我们面前的重要课题。本文在前人研究的基础上,梳理并提炼出适合计算机辅助筛选的专利价值评估指标体系,并提出专利价值属性判断规则。在此基础上,将大数据技术应用到专利价值评估和筛选中,从数值计算和统计学角度出发,设计出基于PowerPivot内核的专利价值筛选系统,从而实现海量专利数据快速化、可定制化的专利价值筛选,对专利工作者进行高价值专利识别和市场主体进行专利价值评估具有一定的借鉴意义。
As the number of patents for effective inventions in China increases, patent value assessment and screening plays an important part in patent application and management. How to screen out high-value patents from vast amounts of patent data is an important issue. Based on previous research, this paper sorts out and refi nes the patent value evaluation index system which is suitable for computer-assisted screening, and points out judgment rules of patent value attribute. Based on what has been mentioned before, the big data technology is applied to the evaluation and screening of patent value. From the perspective of numerical calculation and statistics, a patent value screening system, based on the Power Pivot, is designed to rapidly and customizablely screen of patent value from massive patent data. The screening of patent value system based on big data technology has certain significance in reference for patent workers to identify high-value patents and market entities to conduct patent value evaluation.
