摘要
重点涉海企业数据直报是海洋经济运行监测的重要内容,对于拓展海洋经济运行监测数据的频度、深度和广度,提高海洋经济运行监测与评估能力具有重要意义。建设重点涉海企业直报系统是实现重点涉海企业直报的重要手段和必要条件,也是海洋经济运行监测与评估系统建设的重要组成部分。根据重点涉海企业直报的特点,对国家重点涉海企业直报系统的业务流程和功能建设需求进行了分析,对系统结构设计和功能模块进行了阐述,同时对系统的建设完善与运行维护进行探讨,以期为各级海洋统计部门开展涉海企业直报工作提供借鉴。
Key marine enterprises data reporting is an important content of marine economic operation monitoring, which is of great significance to expanding the frequency, depth and breadth of monitoring data of marine economic operation and improving the monitoring and evaluation ability of marine economic operation. Building a reporting system for key marine enterprises is an important means and necessary condition for realizing the direct reporting of key marine enterprises. It is also an important part of the marine economic operation monitoring and evaluation system. Based on the characteristics of the reporting of the key marine enterprises, this paper analyzes the business process and the functional construction requirements of the national key marine enterprises reporting system, expounds the system structure design and functional modules, and probes into the construction and improvement of the system and the operation and maintenance of the system, with a view to providing reference for the marine statistical departments at all levels in carrying out the reporting work of marine enterprises.
