提升现代配电系统效率和效益的研究与实践 被引量:12

Research and Practice of Enhancing Efficiency and Benefit of Modern Distribution System

摘要 传统管理技术性线损的方式是限制终端用户所吸收的无功功率,这对于分布式发电渗透率较高的主动配电系统已不再适用。为了提升现代配电系统的效率和效益,应在电能损耗计算和管理中全面考虑现代配电系统的特性所带来的影响。根据第24届国际供电会议(CIRED2017)规划分会的相关论文以及圆桌会议(RT4和RT5)的讨论内容,介绍了现代配电系统网损评估的模型和方法,侧重于精确计算技术性损耗和有效识别非技术性损耗的模型和方法,并给出了欧洲各国提升配电系统效率和效益以及高效益配电系统的实践案例。研究结果表明,合理利用信息化技术来完善损耗计算以及合理制定降损策略来进行损耗管理,能有效地提升现代配电系统的效率和效益。 Traditional way of managing technical line losses is to limit the reactive power consumed by end users. This approach is no longer applicable to active distribution systems with high DG penetration. To enhance efficiency and benefit of modern distribution systems, calculation and management of energy losses should comprehensively consider the characteristics of modern power distribution systems. Based on the contents discussed in Session 5 and Round Table 45 of the 24 th International Conference on Electricity Distribution(CIRED 2017), this paper presents the models and methodologies for assessing the losses of modern distribution systems, focusing on accurate calculation of technical losses and effective identification of non-technical losses. Pilot projects and practical strategies carried out in some European countries are presented as well. The research concludes that the effective ways of enhancing efficiency and benefit of modern distribution systems are to properly take advantage of information technology to improve accuracy of loss calculation, and formulate rational strategy to manage the losses.
