摘要
文章基于哈萨克斯坦的生态环境本底,结合中哈产能合作项目的分布,分析了中哈产能合作的生态环境影响。研究表明,中哈产能合作可推动哈萨克斯坦建立独立工业体系,但哈萨克斯坦生态环境本底脆弱,环境问题严重,中哈产能合作的水电、矿产、油气管道等项目都会产生一定的生态环境影响。基于此,文章提出了中哈产能的绿色合作机制和风险防范建议。
The paper is based on the ecological environment, resource reserve, distribution of production capacity cooperation projects of Kazakhstan and analyzes the environment impacts of these projects. The results show that China- Kazakhstan cooperation can help Kazakhstan build an independent industrial system and wean itself off energy export dependence. The environment condition of Kazakhstan is poor, the atmosphere, soil and solid waste pollution are serious. Meanwhile, the hydropower, energy, mineral, oil and gas pipelines projects of China-Kazakhstan cooperation also have kinds of ecological impacts. Based on this, the paper puts forward some suggestions to establish the green mechanism and solve the environmental problems of China-Kazakhstan production capacity cooperation.
