摘要
提出了基于污染物当量的城市污水处理效率评价方法,对2015年全国31个省的现状进行了计算和分析,讨论了水质指标选择差异和人均污染物排放量取值差异两个不确定性因素对计算结果的影响,并从城市污水处理厂的出水水质达标、进水浓度提升和强化污水再生利用3个方面设计了4组情景,在评估减排效果的基础上提出政策建议。研究结果表明:2015年全国城市污水系统负荷削减率的平均值为63.2%,两个不确定性因素对计算结果影响的平均值分别是5.9%和6.9%;在最佳政策情景下,负荷削减率的全国现状平均值可以提升到84.3%,其中提高污水处理厂进水浓度起到关键作用。
This research proposed an efficiency evaluation method based on pollutant load for the urban sewer system,and the current status of the 31 provinces has been calculated and analyzed in China.Afterward,two main uncertainties to the computing results,namely the usage of different pollutant associations and values of the average pollutant discharge coefficient per capita,are discussed.Further more,four policy scenarios are assessed and designated from three perspectives:all outflow of municipal wastewater treatment plants(WWTPs)reaches the First-Level-A criteria,improving the pollutant concertation of WWTPs' inflow,as well as the enhancement of wastewater reuse and recycling.The results showed that mean value of the urban sewer system pollutant remove efficiency in 31 provinces is 63.2%,and the influence of the two investigated uncertainties to the final results are 5.9%and 6.9%in average,respectively.In the best scenario,the mean value could be raised to 84.3%,and improving pollutant concentration of WWTPs' inflow plays a significant role for the efficiency promotion.
