摘要
京津冀和长三角是中国城市最密集、经济最发达的区域,近几年来大气环境污染严重阻碍了两大城市群经济的持续健康发展。该文运用大气环境治理绩效评价指标体系(PSR评价体系)对两大城市群大气污染治理绩效进行主成分分析。针对响应指标部分,添加了风电新增装机容量(R3)和光伏新增装机容量(R4)两个分项指标,改进后的指标更能反映现阶段清洁能源的广泛使用成为两大城市群在治理大气污染方面的有效手段。该文旨在通过对两城市群评价结果的比较,为治理大气污染提供政策参考。
Beijing-Tianjin-Hebei region and the Yangtze River Delta city groups are the most densely-populated and economically advanced areas. However,in recent years,environmental pollution has seriously impeded the sustainable development of those two areas and put the regions in the focus in 2018's war for a bluer sky. This paper,adopting the evaluation system of PSR,conducts an analysis of the principal components for those two city groups' treatment on air pollution. In addition,this paper adds R3 and R4,two separate indexes to response index.It is discovered that the widespread use of clean energy can serve as an effective way to treat air pollution in both city groups. In comparing the result of the evaluation of the two city groups,this paper is intended to offer consultation for air pollution treatment.
