摘要
银川市作为一个多民族聚居的西北地区城市,城市发展速度相对缓慢,社区内人均收入不高。银川市社区社会组织在参与社区治理的过程中,不仅面临着难以调动居民参与社区治理的积极性和难以兼顾多民族居民需求等挑战,也面临着自身缺乏合法性和公信力以及资金和人才匮乏等发展困境。该文从银川市现有的社区社会组织参与社区治理的现状入手,通过查阅文献和访谈社区工作人员,分析其在社区治理中所发挥的重要作用以及面临的困境,继而从政府和社区社会组织两个方面提出改进措施,以期推动社区社会组织更好地参与治理。政府要建立健全社区社会组织的登记注册制度、加大对社区社会组织服务的购买力度。政府和社区社会组织要合力提升社区社会组织的专业水平、推动居民积极参与社区社会组织的活动。社区社会组织要了解社情民意,促进社区居民的社区认同感,构建社区文化氛围,促进民族文化沟通。
As a multi-ethnic city in Northwest China,Yinchuan has a relatively slow development rate and low per capita income. In Yinchuan City,there are many difficulties during the process of community social organizations＇ participation in community governance,such as mobilizing the enthusiasm of residents to participate in community governance and balancing the different needs of multi-ethnic residents. Community social organizations also lackof legitimacy,credibility,funds and talents. This paper starts with the current situation of community social organizations＇ participation in community governance in Yinchuan City,then analyzes the important role community social organizations play in community governance and the difficulties they face by consulting literature and interviewing community workers. From the two aspects of governments and community social organizations,this paper puts forward some measures to promote community social organizations＇ better participation in governance. The governments should establish and improve the registration system of community social organizations and strengthen the governments＇ purchase to the service of community social organizations. Both the governments and the community organizations should work together to promote the professional level of community social organizations and promote the active participation of the residents in community social organizations. Community social organizations should understand social and public opinion,promote community identity of community residents,build community culture atmosphere and promote cultural communication between different ethnics.
