摘要
基于统计指标原始数据,利用灰色关联模型和主成分法分析了西南地区高校科技创新绩效。研究表明西南地区高校科技创新投入与产出具有一定的合理性,绩效与东部先发地区高校相比处于中等偏下水平。创新要素投入强度偏低,创新人才和科技投入的作用尚未得到充分发挥,还需进一步提升。在综合分析的基础上,提出了激发创新要素活力、加大投入强度、开放创新系统、做好绩效评估的对策建议。
This paper constructs performance evaluation variable of scientific and technological innovation in the southwest of China during the＂12 th Five-Year＂period.Based on the original data of statistical indicators,to use gray relational degree and principal component analysis,to analyze scientific and technological innovation performance.Empirical research shows that scientific and technological innovation input and output have a certain rationality and the performance of scientific and technological innovation is lower than that of the universities in the eastern part of the first developing area.The input intensity of innovation elements is low,and the role of innovative talents and investment in science and technology has not yet been fully realized,and it needs further improvement.On the basis of comprehensive analysis,to put forward to countermeasures and suggestions for stimulating the vitality of innovation elements,increasing input intensity,opening innovation system and doing well in performance evaluation.
