摘要
工程量清单是编制招标控制价、投标报价、合同价款调整、价款结算等的主要依据,贯穿于工程项目建设从招投标到竣工结算的全过程。所以,其准确性和完整性不仅事关招标工作的成败,而且也直接影响项目的投资控制。文章认为城轨项目土建施工标工程量清单编制的难点是"清单项目的设置"、"清单项目特征的描述"、"项目特征"和"工程内容"的区分。编制质量的控制要素是"人"、"机"、"图"、"时"四个方面。
The bills of quantities is the main basis for compiling the bidding control price,the bidding price, the adjustment of the contract price and the settlement of the price. It runs through the whole process of the project construction from bidding to completion settlement,so its accuracy and integrity not only affect the success or failure of the bidding work,but also affect the investment control of the project directly. The paper argues that the difficulties in the preparation of the bills of quantities for the civil construction projects of the urban rail project are “the setting of the list items”,“the description of the characteristics of the list items”,distinction between “the project characteristics”and “the project content”. The quality control essence are four aspects：“person”,“machine”,“graph”and “time”.
