With the growing consensus on the development of low-carbon economy, how to maximize the economic benefits and social benefits in a given carbon emission space is an important issue currently. This paper constructing the model of China's carbon emissions welfare performance and using the Theil index to analyze the carbon emissions welfare performance regional differences and contribution rate of China's eastern, central and western regions with the weight of GDP and population. The empirical results show that: Except for Guizhou, the overall carbon emissions welfare performance showed an upward trend, while the remaining provinces showed a downward trend. In the overall perspective, both the GDP and population-weighted regional differences show an increasing trend. From the perspective of the three regions, the regional differences weighted by GDP all showed an increasing trend. The population-weighted regional differences were expanding in the eastern and western regions and narrowing in the central region. The total difference in the China's carbon emissions welfare performance mainly comes from the intra-regional differences. Among them, the internal differences in the eastern region are the biggest differences among the three regions.
