对目录管理在保健食品发展中几个关键问题的思考 被引量:2

摘要 保健食品产业是我国国民经济的重要组成部分,也是未来国家大健康战略重点支持的产业。但是,由于保健食品原料安全性、功能声称的基础研究不足以及与此相关联的诸如违法添加、虚假宣传等顽疾,严重影响了保健食品行业的健康发展。随着2015年《食品安全法》的颁布,保健食品行业进入了新时代,保健食品原料目录与功能目录制修订作为新时代保健食品改革的重要抓手,起着承先启后的作用,目录的制修订既要实现改革的目标,又要针对性解决保健食品行业的固有问题,可以说是未来保健食品行业实现健康有序发展的关键一环。本文围绕保健食品原料目录与功能目录制修订,结合保健食品目录招标研究内容和目前保健食品领域的主要问题,如保健食品的定位,保健功能声称的规范,功能评价方法的调整,原料目录研究和原料名单扩大等问题进行分析,并提出个人观点及建议,期望对主管部门及研究者提供参考与借鉴。 Health food industry is an important part of China' s national economy, but also the future national health strategy to focus on supporting the industry. However, the health food industry has seriously affected the healthy development of the health food industry because of the safety of health food raw materials, the lack of basic research on functional claims and the related illicit diseases such as illegal addition and false propaganda. With the promulgation of the tbod safety law in 2015, the health food industry has entered a new era. As an important grab for the reform of health food in the new era, the catalogues of health food materials and functional catalogues play an important role in the reform of health food in the new era. The revision of the catalogue system should not only achieve the goal of the reform, but also aim at solving the health food industry. The inherent problem of the industry can be said to be the key link in the healthy and orderly development of the health food indus- try in the future. This article revolves around the revision of the health food raw materials catalogue and the functional catalogue system, combined with the contents of the health food catalogue bidding research and the main problems in the field of health food, such as the positioning of the health food and the health function claimed. The regulation, the adjustment of the function evaluation method, the research of the raw material catalogue and the expansion of the list of raw materials are analyzed, and the personal views and suggestions are put forward to provide reference and reference for the competent departments and researchers.
