摘要
国家、社会在功能与结构上的先后分化,最终唤醒了民众的主体意识和公共精神,也开启了权力运行的生态化进程。沟通国家与社会的一体两面性使得权力主体在承受体制内外监督压力的同时,也拥有两者的丰富资源,进而使得权力监督在形成立体化生态结构的同时,也发挥着综合性的生态功能。在生态结构层面,监督主客体逐渐由形式化并存走向个性化共生,进而实现了权力监督的常态化和初步生态化。在生态功能维度,监督主客体则由功利性监督逐渐走向道义性监督,进而推动差异中的互抑走向和谐中的共赢。随着监督生态的结构完善和功能优化,具有不同诉求的监督主体不仅能够形成更大、更持续的监督合力,而且将与监督客体在更多共识和合作中规范权力运行,加快权力文明进程。
The differentiation between the state and the society in function and structure finally awakens citizens’subjective consciousness and public spirit,as well as initiates the ecological process of power operation.The communication between the state and the society,which is integration and duality,makes the power subject not only bear the pressure of supervision inside and outside of the system but also enjoy the rich resources of both,thus making the power supervision play a comprehensive ecological function while forming the three-dimensional ecological structure.At the level of ecological structure,the subjects and objects of supervision have gradually changed from formal coexistence to individualized symbiosis,thus realizing the normalization and preliminary ecological development of power supervision.So far as ecological function is concerned,the subjects and objects of supervision have gradually moved from utilitarian supervision to moral supervision,thereby promoting the transformation from mutual restraint in differences to win-win situation in harmony.With the improvement of supervision ecology in structure and function,supervision subjects with different appeals can not only form a larger and more sustainable supervisory force,but also help regulate power operation and accelerate the course of power civilization in consensus and cooperation with supervision objects.
