摘要
世界科技强国已成为新时代中国科技发展的中心目标,然而迄今仍没有一个统一的定义。本文在知识经济、创新型国家等相关概念研究基础上,阐述了世界科技强国的基本内涵,指出世界科技强国是创新型国家发展的高级阶段,提出世界科技强国所具备的5个核心特征。以此为基础,指出世界科技强国评价指标遴选应遵循的原则,构建了世界科技强国评价指标体系。
To be a science and technology powerhouse （STP） has become the central goal of China＇s science and technology development in new era. However, there is not a unified definition of STP. On the basis of related concepts such as knowledge-based economy and innovative country, this paper expounds the basic connotation of STP and points out that STP is the highest stage of an innovative country. It puts forward five core characteristics of STP. Based on above analysis, it sets up principles that should be followed in the selection of evaluation indicators for STP, and builds a system of indicators for STP evaluation.
