摘要
回顾改革开放40年来我国职业教育国际交流与合作的历程,可以将其划分为四个阶段:1978-1992年,职业教育国际交流与合作从学习中起步;1993-2002年,职业教育国际交流与合作进入扩大发展阶段;2003-2012年,职业教育国际交流与合作迈入主动谋划、持续发力的快速发展阶段;2013年至今,职业教育国际交流与合作步入提质增效、迈向领跑的新时代。在发展历程中,体现出交流与合作的主体及对象由政府间向多元化发展,交流与合作的领域、范围由单一向多层次、全方位发展,交流与合作的形式更加多样化,在内容上,由"引进来"到"走出去"的四大特征。展望未来,职业教育国际交流与合作的形式将更加多元,职业教育国际合作交流机制将更加完善,职业教育与培训人才规格及认证的国际化将成为特色,职业教育"走出去"内容将更加丰富,中国将成为职业教育世界命运共同体的积极推动者。
In the past 40 years since reform and opening-up, the evolution of international exchange and cooperation of vocational education can be divided into 4 stages that are starting from learning from foreign countries from 1978 to 1992, entering the stage of expanded development from 2003 to 2012, entering the rapid development stage with actively planning and sustained development, and entering the new era to improve the quality and efficiency and to overtake the world since 2013. There are four features in the evolution of development, such as, the subject and object of exchange and cooperation have been diversified from among governments, the fields and scope of exchange and cooperation have been developed from single to multi-level and all-round, the forms of exchange and cooperation are more diversified, and the contents of exchange and cooperation evolve from "bringing in" to "going out". Looking to the future, the form of vocational education international exchange and cooperation will be more diverse, the mechanism of vocational education international cooperation and exchange will be more perfect, the internationalization of talents specification and certification of vocational education and training will be a characteristic, the contents of vocational education "going out" will be more diverse, and China will become the active promoter of the vocational education community with a common future in the world.
