摘要
公安机关公务用枪管理的警务创新对于公务用枪监管模式的改革、公务用枪信息化和科技化管理水平的提高以及安全防范能力的提升等都具有极其重要的作用,这直接关系到社会的和谐稳定与人民生命财产的安全。当前严峻的社会治安形势给公安机关公务用枪管理提出了更高的标准和要求,公安机关公务用枪管理的警务创新既能满足反恐防暴形势的迫切需要,也符合公安实战工作的现实需要和公务用枪管理工作的本质需要。相关法律法规的重新修订、枪支数字化的管理和动态信息管理系统的建设为公安机关公务用枪管理的警务创新创造了新条件、开创了新局面。
The policing innovation of police firearms registration is essential to the reform of supervision mode, to the enhancement of informatization and technology management of police guns, as well as to the improvement of safety and prevention. It is directly related to the social harmony and stability, to the safety of people＇s life and property. The severe situation of the current social security demands higher standard and requirements to police firearms registration. The policing innovation on guns can meet not only the urgent needs of counter-terrorism and anti-riot, but also the practical needs of the real combat in police work in accordance to the basic requirements of police gun administration. The revision of related laws and regulations, the digital management of firearms and the construction of dynamic information management system pave the way for the policing innovation of police firearms.
